Background of the study
The integration of e-learning platforms in secondary education has transformed teaching and learning practices, providing both teachers and students with flexible, accessible, and engaging learning environments. E-learning platforms are categorized into local and international platforms, each offering distinct features in terms of content, accessibility, and support (Vargas & Figueroa, 2023). Local e-learning platforms are designed to meet the specific educational needs of a region, often incorporating local language support, culturally relevant content, and alignment with national curricula. On the other hand, international e-learning platforms often feature a global perspective, standardized content, and broader access to diverse resources but may lack the local context that could improve student engagement and learning.

In Katsina Local Government Area, secondary schools have been increasingly adopting e-learning platforms to enhance educational delivery. However, the choice between local and international platforms remains a critical issue for school administrators. This study will compare the effectiveness of local and international e-learning platforms in secondary schools in Katsina, focusing on factors such as learning outcomes, student engagement, accessibility, and cost.

Statement of the problem
While e-learning platforms are becoming a staple in educational settings, there is limited research on the comparative effectiveness of local versus international platforms in secondary schools in Katsina Local Government Area. Given the unique cultural and educational context of Katsina, it is important to understand how well these platforms meet local needs and how they compare to internationally recognized platforms. This study aims to assess whether local platforms are more effective in supporting students' learning compared to international platforms.

Objectives of the study

  1. To compare the effectiveness of local and international e-learning platforms in secondary schools in Katsina in terms of student engagement and learning outcomes.

  2. To evaluate the accessibility, affordability, and support mechanisms of local and international e-learning platforms in Katsina secondary schools.

  3. To identify the challenges and benefits of using local versus international e-learning platforms in secondary schools in Katsina.

Research questions

  1. How do local e-learning platforms compare to international platforms in terms of student engagement and learning outcomes in secondary schools in Katsina?

  2. What are the differences in accessibility, affordability, and support between local and international e-learning platforms in Katsina secondary schools?

  3. What challenges and benefits do secondary schools in Katsina face when using local versus international e-learning platforms?

Significance of the study
This study will provide valuable insights for school administrators, policymakers, and educators about the suitability of local and international e-learning platforms in secondary education. The findings will inform decisions on selecting platforms that align with the specific needs of students in Katsina Local Government Area.

Scope and limitations of the study
The study is limited to secondary schools in Katsina Local Government Area, Katsina State, and compares local and international e-learning platforms. It does not explore other regions or platforms outside of this context.
